Experience wasn’t a plus just for Jerry Brown, it also helped John R. Noguez, a quarter-century veteran of the Los Angeles County assessor’s office.
Noguez, who worked his way up from student intern to deputy assessor, galloped past Monterey Park businessman John Y. Wong to win the county’s assessor’s job by nearly 20 points.
