Election Count Gives N.Y. State 1st Black City Mayor

WHITE PLAINS, N.Y. — Democrat Ronald Blackwood was certified Friday as the winner of a special election for mayor of Mount Vernon, making him the first black mayor of a city in New York state, officials said.
