City Salary Issues:The Fullerton City Council is expected to vote today on a 2% salary increase for most city employees. The two-year contract drawn up in 1984 allowed a 3% increase then and a 2% increase for 1985. The raise primarily will affect clerical workers. The council also will vote on whether to allow the city to decrease its beginning pay to firefighters by 5%. The measure would add a tier to the city’s current five-level income ladder. It would affect only entry-level firefighters hired after Feb. 23.
