The City Planning Commission on Monday turned down Dr. Jerrold Martin Sherman’s proposal for an outpatient surgical facility at 1508 Arizona Ave.
Sherman wants to tear down three vacant residential buildings and construct a 14,177-square-foot, three-story building for outpatient surgery.
The commission had denied the proposal in November, but the applicant appealed to the City Council with design modifications. The council returned it to the commission for a second review, during which the commission discussed whether the building was too massive for the location.
Commissioners were unable to come to a unanimous agreement. Sherman plans to appeal again.
