Laos will allow excavation of a site where 13 Americans are presumed to have died when a U.S. military plane was shot down in the Vietnam War, the State Department announced. The excavation is planned for Feb. 10-21 in the Laotian jungle where the C-130 transport went down in 1972. President Reagan last July had announced an agreement in principle for the excavation.
