WASHINGTON — Next month will mark 10 years that Sen. William Proxmire (D-Wis.) has bestowed his Golden Fleece award on examples of government waste, varying from a study on the effect of alcohol on aggression in sunfish to a Pentagon helicopter-blimp that never got off the ground.
