Samuel M. Meeks has been named vice president in charge of the Fullerton office of Western Employers. Meeks was formerly vice president-claims.

Western Employers specializes in workers’ compensation, commercial and professional liability coverages for construction, manufacturing and service companies throughout the United States. The Fullerton office handles underwriting, loss control, claims and audits for policyholders in Southern California. Robert D. DeLancy has been named senior vice president and operations manager for Savers Funding, the Laguna Hills-based firm that originates and sells mortgage loans.

Robert N. Quenell has been elected to the board of directors of Aztek Inc., an Irvine-based producer of computer graphics equipment. Quenell is president and chairman of Quenell Enterprises Inc., a leading manufacturer and distributor of lead powder and other lead products. Beatriz Fenske has been appointed vice president-personnel for Landmark Bank.
