South Dakota Gov. William J. Janklow has signed a bill allocating $95,000 to send the entire 105-member Legislature to Washington next week to lobby for farm measures. Janklow said it was a tragedy that the Legislature has to go to such desperate measures to demonstrate the plight of rural America. Janklow said a bipartisan effort will be made to draw up the message that will be delivered.
