Nicaraguan Ambassador Carlos Tunnermann was recalled from Washington to Managua for consultations in the wake of President Reagan’s declaration of a trade embargo. There was no indication how long he would stay. Nicaraguan Vice President Sergio Ramirez, who is in charge while President Daniel Ortega is abroad, was reported to be preparing a major policy address inresponse to the U.S. embargo.
