Problems Stalling New Salvadoran Peace Talks

SAN SALVADOR — The archbishop of San Salvador said that some problems are delaying arrangements for a third round of peace talks between government and rebel leaders but that a meeting could take place in the next few weeks. Msgr. Arturo Rivera y Damas did not say what the problems were.
Speaking with reporters after church Sunday, Rivera reiterated that the goverment and the Marxist-led guerrillas have exchanged proposals for a new round of talks but that no firm date is yet in sight. The Roman Catholic archbishop played a major role in bringing the two sides together for talks last Oct. 15 and Nov. 30.
