Former Deputy Defense Secretary W. Paul Thayer and Dallas stockbroker Billy Bob Harris formally settled a civil stock fraud complaint with the Securities and Exchange Commission by agreeing to repay $555,000 and $275,000, respectively, to cover profits from illicit insider trading deals. Thayer and Harris are scheduled to be sentenced today in federal court in Washington. Each could receive prison terms of up to five years and fines of up to $5,000.
