Sen. Alfonse M. D’Amato (R-N.Y.) said that the Reagan Administration, in the war against drugs, “has been totally inept and unwilling to admit the seriousness of the situation.” Meanwhile, Sen. Joseph R. Biden Jr. (D-Del.) challenged the Drug Enforcement Administration to produce evidence for its conclusion that the governments of Bulgaria, Cuba and Nicaragua support drug trafficking to aid terrorists. D’Amato, appearing as a witness at a Senate hearing, on the link between drug traffickers and terrorism, said that “if we’re going to assess responsibility,” the target should be the Administration.
