Creation of an 1,800-acre redevelopment area and a referendum on a controversial senior citizens housing complex will go to a citywide vote Nov. 5, Vista City Council members decided Tuesday night.
Only Councilman Lloyd von Haden voted against the redevelopment agency proposal. Von Haden led a 1975 referendum effort that rescinded an earlier redevelopment project in Vista, voting it down by a three-to-one margin.
The senior citizens’ project, St. Joseph’s Carefree Living, has received approval from the City Council. A 3,355-signature petition opposing the housing development forced the council to either rescind its approval or place the issue on the ballot.
