U.S. Secretary of Commerce Malcolm Baldrige arrived in the Soviet Union to take part in the highest level trade talks between Washington and Moscow since 1978. Baldrige and Soviet Foreign Trade Minister Nikolai S. Patolchev will co-chair sessions of a joint Soviet-American trade commission which begin Monday in Moscow. The trade talks were instituted in 1972 and were broken after U.S-Soviet relations soured over human-rights issues and the Soviet invasion of Afghanistan in December, 1979.
