Round 2 of Arms Talks Begins

GENEVA — U.S. and Soviet experts began the second round of the superpower arms talks today with no sign of an early break in a stalemate over U.S. “Star Wars” research.
The second round, expected to last until mid-July, began with a plenary meeting lasting nearly two hours at the Soviet mission. There was no immediate word of when the next meeting will occur. The negotiations will break into three separate groups on strategic nuclear arms, intermediate-range nuclear forces and space weaponry.
