The picture accompanying Bob Drogin’s article (July 30) showed the true victims of poverty: the children. These Bronx children were drawing water from a hydrant because their apartment has no running water. This certainly depicts most graphically the final result of the Reagan Administration’s “Trickle-Down Theory.”
