Use of recreational facilities at city parks as night-time dance clubs for teen-agers has been proposed by Councilman Joel Wachs, the only council member who voted against an ordinance last month that set earlier closing times for teen dance clubs. He said using park recreational facilities would provide “a safe environment” for teens. There are now three teen dance clubs in the city, all in the San Fernando Valley. The city’s Department of Parks and Recreation will study the proposal.
