ROLLING HILLS ESTATES — The city will celebrate its 28th birthday with a City Celebration on Sept. 21 from 11:30 a.m. to dusk at the Empty Saddle Club, 39 Empty Saddle Road. The family event, with a country-Western theme, will offer food and entertainment, as well as instruction in country-Western dancing.
Special events this year are an ice cream freeze-off, in which residents are urged to bring ice cream makers and participate, and a best Western dress contest. The city has thrown a birthday party every September since its incorporation in 1957.
