City Manager Ken Caresio has given the Duarte City Council a report outlining two arguments against the proposed waste-to-energy plant in Irwindale. The report concluded that the physical characteristics of the San Gabriel Valley prevent dissipation of pollutants and warned that the proposed plant, which will not separate waste sources before burning them, may emit dangerous fumes. The council already has voted to oppose construction of the plant.
