Orange : Councilmen to Arbitrate Development Dispute

Two City Council members will act as arbitrators to help settle matters between a developer who wants to build 146 condominiums on the Santiago Golf Course and residents adamantly opposed to the plan.
Mayor Pro Tem Gene Beyer and Councilman Jess F. Perez will serve on a committee with two representatives from the development firm, Century American Corp., and two from the Santiago Creek Homeowners Assn. The development proposal will come up before the council again on Oct. 15.
The homeowners allege that they did not have enough time to comment on an environmental report prepared on the project and that the density of the project will lower their property values.
Several supporters of Santiago Golf Course owner Betty Belden’s decision to sell the course spoke at a City Council meeting Tuesday, citing the county’s housing needs and arguing that the residents shouldn’t have a say in her right to sell.
