Senate Minority Leader Robert C. Byrd (D-W. Va.) said he expects committee approval this week of a bill that would bring television cameras to the Senate floor. The Senate is “an almost invisible force in American government,” Byrd said in a floor speech. “People tune in and see the House; they tune in and see the White House . . . . We’re not informing the people.”
