A means test for Social Security would put the entire program in jeopardy and turn it into a welfare program.
The incentive to invest wisely or stay with a company that has a generous retirement policy would be lessened if you knew you’d be penalized by lesser or no Social Security benefits if your income reached a certain level at retirement.
All workers contribute and all workers should benefit.
