The House gave final congressional approval to the release of $4.8 billion in federal money for interstate highways and mass transit, sending the bill to President Reagan. The measure was passed by a voice vote in the House, following similarly quick action on the Senate floor on July 30. The bill sets out the amounts each state will receive in fiscal 1986, which begins Oct. 1.
