Bill Signings: Bicycles: Prohibits bicycle riders from wearing headphones while pedaling on streets and highways, (AB 522) by Assemblyman Jack O’Connell (D-Carpinteria).
AIDS: Provides nearly $5 million more for additional research, education and treatment programs involving acquired immune deficiency syndrome, (SB 1251) by Senate President Pro Tem David A. Roberti (D-Los Angeles).
Drunk Driving: Requires a 48-hour jail sentence for a first-offense drunk-driving conviction if the motorist refuses to take a blood, breath or urine sobriety test, (AB 331) by Assemblyman Richard Katz (D-Sepulveda).
Hearsay Evidence: Allows judges to admit evidence previously provided by a witness if the witness was killed or kidnaped by persons against whom he or she would have testified, (AB 2059) by Assemblyman Gary A. Condit (D-Ceres).
Bail Jumping: Makes it a felony instead of a misdemeanor to jump bail for a felony offense, (SB 1393) by Sen. Wadie P. Deddeh (D-Chula Vista).
Destruction of Property: Increases the penalty from one year to between 16 months and three years in state prison for defacement or destruction of property with more than $5,000 in damage and raises the fine from $1,000 to $10,000, (AB 922) by Assemblyman Jim Costa (D-Fresno).
Reflectorized License Plates: Requires all new automobile license plates to be reflectorized for better visibility starting in 1987 at an additional cost of $1, (AB 2468) by Assemblywoman Sunny Mojonnier (R-Encinitas).
