A Reagan Administration official said that the Justice Department is studying the Immigration and Naturalization Service’s report of how it handled would-be defector Miroslav Medvid, the Soviet sailor who jumped into the Mississippi River last month but was twice returned to his ship by Border Patrol agents. The official, who requested anonymity, said that Atty. Gen. Edwin Meese III likely will review the INS explanation before any final action is taken.
