Two former postal workers pleaded guilty to helping steal 30,000 government checks worth more than $15 million and sending them to the Philippines, where they were altered to boost their value to $75 million. Antonio Velasquez and Reynaldo Cuevas agreed to testify against other members of a ring that allegedly cashed $19 million in stolen checks worldwide, federal investigators said. The two admitted in federal court in San Francisco to stealing 1,000 checks, mostly payments of income tax refunds and government benefits.
