Soviet Official Begins Nine-Day Peking Visit

PEKING — Soviet Vice Foreign Minister Mikhail S. Kapitsa, arriving Thursday for a nine-day visit to China, said ties between the two Communist rivals are “improving very rapidly.”
Diplomats said his visit is a continuation of earlier discussions on international issues not taken up during biannual Sino-Soviet normalization talks.
Kapitsa, whose visit was announced by the Chinese only one day in advance, told reporters at Peking airport that he would brief his hosts on the U.S.-Soviet summit in Geneva, exchange views on President Reagan’s “Star Wars” program and discuss other international issues of common concern.
