2 Arrested in Alleged Sale of Welfare Checks

The manager of a Compton hotel catering to welfare recipients has been charged with four felony counts stemming from a conspiracy to sell 22 stolen welfare checks, authorities said.
Carlos Howell, 30, manager of the Glenmore Hotel, is scheduled for arraignment today in Los Angeles Municipal Court. Also due for arraignment is Jerome Raines, 39, of Los Angeles, charged with one count of conspiracy to receive stolen welfare checks.
The two were arrested after authorities determined that Howell was allegedly selling to Raines welfare checks that had been mailed to welfare recipients who no longer lived at the hotel, according to Hershel D. Aron, of the district attorney’s office.
Howell is charged with grand theft, receiving stolen property, conspiracy to receive stolen property and possession of the welfare checks, worth $5,200.
