Afghan authorities have arrested at least four generals on charges of passing information of Soviet troop movements to the best-known Muslim rebel commander, Ahmad Shah Masood, Western diplomats said in Islamabad, Pakistan. They said that four and possibly five generals were detainded last month. Angered at leaks of their troop movement plans, Soviet military leaders in Kabul had ordered the plan to be kept secret from the Afghan army until four hours before the scheduled start, the diplomats said, quoting reports from Kabul, which could not be independently confirmed.
