State Lottery Director Mark Michalko said he has reached agreement that production of the lottery’s “Big Spin” grand prize awards television program will move from Hollywood to Sacramento, but he still has no guarantee that the show will stay on the air. He said two of the stations, KABC in Los Angeles and KGO in San Francisco--the state’s largest television markets--have argued that the contract is not binding.
