The Rancho Seco nuclear plant will remain out of operation until at least March, Sacramento Municipal Utility District Supt. Ron Colombo said. The 913-megawatt plant, idled for much of 1985 by refueling and maintenance problems, was shut down Dec. 26 by a power failure that knocked out its integrated control system. Colombo said the total system was being checked out because “we want to be sure that when we do go to power we can operate throughout the year.”
