After an absence of 17 years, ferryboat service between Coronado and North Island Naval Air Station in San Diego may resume. Star & Crescent Boat Co., which now runs harbor cruises, said it wants to operate a pedestrian and bicycle ferry between its mainland berth and a new pier to be built at the Coronado end, where the company plans to build a $7-million shopping and restaurant complex. Similar ferry service would serve commuters between San Diego and North Island. Ferryboat service ended in 1969 when the San Diego-Coronado Bay toll bridge opened. Competing forms of transportation, such as ferries, were banned in order to assure redemption of bridge construction bonds--but the bonds have now been paid off, removing the legal hurdle.
