Suspected Spy Takes Refuge

BONN — A senior East German scientist whom the West Germans want to arrest and charge with spying created a diplomatic standoff today by taking refuge in his country’s diplomatic mission here.
Chief Federal Prosecutor Kurt Rebman said the scientist, Herbert Meissner, was told not to leave West Germany. Reliable sources said West German authorities want to press spy charges against Meissner, but government sources said it was not likely that the East Germans would turn the scientist over to the West Germans.
