Council members now make $538 a month. The increase, just below the 5% allowed under state law, will mean that each of the five members will make an additional $23 a month.
The council also approved cost-of-living salary increases of 4.3% to 6.8%, retroactive to Aug. 1, for non-union employees.
At its last meeting, in July, the council approved a 4.3% salary increase for union employees.
