‘We Can’t Win a Drug War’

It is impossible to stop the flow; it is a sieve with endless holes. To expect the countries that grow the drugs to stop it is obviously futile--the profits are too high.
So, what to do? A solution to the drug problem? Here’s one that will never be adopted--we are too “civilized.” Let us adopt the practice of some of the Arab countries, a street peddler of dope? Cut off a hand. A major dealer? Off with their heads--the death penalty.
Inhuman? Uncivilized? Maybe so--the American Civil Liberties Union won’t like it--but does anyone have a more reasonable, or intelligent solution to the drug problem?
