A retired Navy radioman was formally charged with passing classified information to Philippine police officials while working at a U.S. Navy communications center there, a Navy spokesman said. Michael H. Allen, 53, who was arrested in the Philippines on Dec. 4 and returned to San Diego for prosecution, was charged with three counts under the Uniform Code of Military Justice. He will be tried in a general court-martial at San Diego, a Navy spokesman said. Allen is accused of wrongfully copying and removing confidential material from the Naval Telecommunications Center at Cubi Point, communicating and delivering to foreign officials classified and unclassified information developed by U.S. military forces, and wrongfully soliciting another person to commit espionage.
