Duarte : Interim City Clerk Named

The City Council has appointed Deputy City Clerk Marilyn Dwyer to the position of interim city clerk until it decides whether the city manager should continue to serve as city clerk.
Lloyd Hager, chairman of the city’s audit review committee, which reviews city finances, has proposed that the city clerk be elected to provide more independence in checking council members’ expense reports.
However, City Manager Jesse Duff has recommended that no change be made, saying that many of the city clerk’s duties are clerical and that a full-time clerk is not needed. He also said strict expense-report guidelines have been developed recently, making the review procedure less sensitive than in the past.
Before deciding the issue, the council has asked city staff members to survey other cities with elected and appointed city clerks.
