Development on Whittier Hillsides

Before many more millions of taxpayers’ monies are spent to extend Hadley Street through the surrounding hills and canyons, should not a comprehensive study be made as to any future environmental consequences?
Also, will the extension actually benefit uptown merchants or will more Whittier shoppers then have better access to the Puente Hills mall?
