Judge Rejects Two North Suits

WASHINGTON — A federal judge threw out two suits today by Lt. Col. Oliver L. North that challenged the constitutionality of the independent counsel law and sought to block Lawrence Walsh’s criminal probe of the Iran- contra affair.
In a 21-page opinion, U.S. District Judge Barrington Parker agreed with arguments by independent counsel Walsh and the Justice Department that North’s claim was premature because he has yet to be charged with any wrongdoing.
