An installer of burglar alarms who was active in a Neighborhood Watch program in Red Bluff has been arrested on suspicion of burglary and possession of more than $100,000 worth of stolen property from homes, businesses and schools, authorities said. Tehama County Undersheriff Terry Boots said Jeffrey Bruce Burns, 32, of Red Bluff “had a key to every house he worked in.”
