Pentagon Counsel Garrett Now Navy Undersecretary

WASHINGTON — H. Lawrence Garrett III, 48, the Pentagon’s general counsel for the last 18 months, has been sworn in as undersecretary of the Navy, the Pentagon announced Friday.
