Amnesty International charged that an opponent of Paraguayan strongman Alfredo Stroessner has been sealed in his cell with a brick wall. The international human rights organization said that Napoleon Ortigoza, 54, a former captain in the Paraguayan army, has spent most of the past 24 years in solitary confinement. Recently, the group said, it learned that “the door of his cell was removed three weeks ago and in its place a brick wall was built, leaving only a small hole through which food can be passed.” Ortigoza was convicted in July, 1963, for conspiracy and murder, but the rights group said it believes he was detained for his opposition to Stroessner.
