San Francisco environmentalists have expressed anger over plans by the East Bay Municipal Utility District to build a 350-foot-high dam that would create an 1,100-acre reservoir in the Oakland hills. Utility district officials said the $110-million project in Buckhorn Canyon near Moraga would add enough water to local storage to supply all its customers for nearly 1 1/2 years in the event of a long drought. However, the San Francisco chapter of the Sierra Club has created a coalition of local environmentalists to oppose the project. Opponents say the dam will ruin a majestic area that is home to deer, mountain lions and other wildlife. “Putting a reservoir there is like putting a mustache on the Mona Lisa,” said one environmentalist.
