The San Francisco district attorney’s office is investigating whether $800,000 in asbestos-removal and construction contracts dating back to 1984 were improperly awarded by the city’s school district. Assistant Dist. Atty. John Carbone said the investigation will expand an inquiry already under way into contracts awarded through an informal bidding procedure. School Supt. Ramon Cortines, after meeting with investigators, pledged to end the informal bidding practice, in which district administrators invited certain contractors to submit bids.
