The 1981 TV movie “Bill” with Mickey Rooney is certainly one of the best in recent years. It distresses me to see it sentenced to fade away in late-night time slots. (The film aired at 11:30 p.m. on Aug. 8.) “Bill” is a beautiful and touching movie. It could well take the place of some of the violent trash currently dominating prime-time TV.
