The sale of Malibu Savings Bank has been denied by the Federal Home Loan Bank Board. Santa Monica-based Fremont General Corp., which has been trying to purchase the S&L; from U.S. Shelter Corp. since early 1986, says it has discussed reconsideration of an amended application with the FHLBB staff and expects to file for a new decision shortly.
