Norway said it agreed with the United States and West Germany that a decision on who will be NATO’s next secretary general may have to wait until next year to allow member states more time in selecting a successor to Britain’s Lord Carrington. NATO foreign ministers had been expected to announce their choice for the 16-nation alliance’s top political job at a meeting in December. Former Norwegian Prime Minister Kaare Willoch and West German Defense Minister Manfred Woerner are contenders in the first open contest for the North Atlantic Treaty Organization post, which has caused tension between Bonn and Oslo. Carrington is due to step down next summer.
