No Hearing on Incorporation

Recently coastal Laguna Niguel had an advisory vote on its future and voted to join Capistrano Beach/Dana Point. The Local Agency Formation Commission told Dana Point back in April that it should take Capistrano Beach along with in its incorporation.
Capistano Beach was never even given a hearing on its incorporation. If coastal Laguna Niguel can have an advisory vote, why can’t Capistrano Beach decide its destiny? Come on LAFC, be fair.
