Safety experts began work to prepare for an investigation of two explosions that ripped apart a chemical plant, blowing out windows six miles away in Pampa, Tex., touching off a huge fire and killing three people. Plant officials visited the Hoechst Celanese Corp. chemical plant for the first time since the blasts rocked the plant Saturday, injuring 35 people and forcing 60 residents of a nearby subdivision to evacuate their homes. Residents were allowed to return home late Saturday, officials said, and the fire burned itself out shortly after.
