President Reagan plans to nominate Los Angeles banker Mark E. Buchman as president of the Government National Mortgage Assn. Buchman, 50, would succeed Glenn R. Wilson Jr. in the Department of Housing and Urban Development if confirmed by the Senate.
Buchman is executive vice president and corporate division manager of Union Bank in Los Angeles.
